Buy when the workflow is the industry’s workflow
Payroll, email, accounting, and many CRMs exist because thousands of companies do roughly the same thing. If a mature product covers the job and your team can live inside its opinions, buy it. You are paying for someone else’s maintenance, compliance, and upgrades.
Off-the-shelf also wins when speed to a generic capability matters more than a perfect fit, and when you are willing to change the process to match the tool.
Build when the remaining 10% is the business
If the work that makes you money is the part no vendor models well, branch rules, a hybrid of services, a queue that has to match how the floor actually runs, you will spend years in workarounds. Custom software is not “more features.” It is a system of record that matches operations, with integrations and automation added where they earn their keep.
A simple test
Ask three people who do the work to walk through last Tuesday. If they describe the same steps, a packaged product might fit. If they describe three different steps, and all three are correct, the process is yours. Build around it.
Also ask what happens when you grow. A tool that works for one site and collapses at five is not cheaper. It is deferred cost.
Websites are not this decision

Hardware sits in a third bucket
If the service has to happen at a counter or in a lobby, you may need kiosks as well as software. That is a deployment, not a SaaS signup.
